The Animal Welfare Council was constituted under the provisions of Part II, Article 4 of the Animal Welfare Act (Cap 439) of 2001. The current Animal Welfare Council is composed as follows:

Functions of the Council
The Animal Welfare Council shall:
-
have the duty to advise the Minister on any matter:
-
related to the making of regulations under any of the provisions of the Animal Welfare Act (Act No. XXV of 2001)); and
-
affecting the animal and veterinary public health in Malta, as may be required by the Minister;
-
have the power to recommend the adoption or the implementation of any measures, enquiries or scientific investigations as, in its opinion, may be conductive to, and in the interests of the well being of animals;
-
advise the Minister on all matters related to biotechnology in animals and animal experiments and with respect to the issue of licences under Part XI of the Animal Welfare Act;

advise the Minister on all matters related to the keeping of farm animal housing systems and on the issue or otherwise of permits under Part VII of the Animal Welfare Act; and
-
hold discussions with the Minister in relation with the issuing of new regulations, orders or rules under the Animal Welfare Act.
